On October 26, 1988, representatives of Tele
Communications, Inc. (TCI) met with Commissioner Patricia Diaz
Dennis and her Legal Assistant, Noel Gunther, Esquire. TCI
expressed its conclusion that in light of the various television
distribution systems in the United States and their varying
architectures, priority and emphasis should be placed on the
technical solution for a High Definitional Television (HDTV)
standard, fUlly compatible with NTSC and within a six MHz
bandwidth. TCI also expressed its concern that as more than
fifty percent of broadcast television viewership occurs via
cable, any consideration of HDTV for broadcast television should
take into consideration the impact on the cable television
medium.
The Secretary will have been served with a copy of this
correspondence today. Because the meeting with the Commissioner
occurred late in the afternoon of October 26, it was not possible
to place this letter on file with the Secretary until this date.
