It is our opinion that allowing unattended operation of broadcast
facilities is a positive step. This could be the salvation of
many small market radio stations such as ours by helping us to
reduce personnel expenses. We and other stations like ours,
serve small communities outside of major markets. We relate to
and are part of those small communities. This rule change can
help keep small market radio stations in existence for the
future. With the sophisticated technological advancement of
broadcast equipment, this change would simply bring FCC rules up-
to-date with broadcast industry capabilities.
There is concern that the elimination of a duty operator may
encourage negligence on the part of some broadcasters resulting
in greater levels of interference in broadcast bands. There are
broadcasters that operate "out of tolerance" now. The FCC cannot
legislate ethics. Good broadcasters will remain ethical and
responsible no matter what changes do or do not occur.
