Dear Ms. Salas:
On March 2,2001, the undersigned counsel, representing the Toll Free
Number Coalition, attended a meeting at the Commission called by the
Commission's to discuss the concerns raised by Responsible Organizations
("RespOrgs") in the above-captioned proceedings. Attending the meeting, in
addition to the undersigned counsel, were Yog Varma, Deputy Bureau Chief;
Diane Griffin Harmon, Deputy Chief of the Bureau's Network Services
Division; Leslie Selzer, Senior Economist of the Network Services Division;
Marty Schwimmer, Attorney for the Network Services Division; Brent
\Veingardt and Gregory Whiteaker of the law firm of Bennet & Bennet,
representing the Toll Free Commerce Coalition; and, by telephone, Robert
Tate, representing the Toll Free Commerce Coalition, and David Greenhaus,
representing the Toll Free Number Coalition. Also in attendance, at the

invitation of the Common Carrier Bureau, was Steven S. Levinn, of CSF
Corporation.
During the meeting, representatives of the Toll Free Number Coalition
and of the Toll Free Commerce Coalition (the "Coalitions") restated their
positions as to why the current procedures for distributing toll free numbers,
as administered by DSMI, does not meet the Commission's requirements.
The Coalitions indicated that the record to date does not reflect that DSMI
has cured the problems that have plagued earlier rollouts of toll free
numbers, and that the Commission should carefully consider the DSMl's
representations that these problems will not recur. The undersigned counsel
distributed to meeting participants a copy of the attached SMS/SOO Bulletin
Number SMS-01-41, dated February 26, 2001.
