Dortch Secretary Federal Communications Commission 445 12 th Street, SW 12 th Street Lobby, TW-A325 Washington D.C. 20554 Re: Ex Parte Communication; WC Docket No. 09-197 Dear Ms. Dortch: On December 1, 2010, on behalf of Virgin Mobile USA (?Virgin Mobile? or the ?Company?), the undersigned of this firm, along with Elaine Divelbliss of Virgin Mobile and Norina Moy of Sprint Nextel Corporation, met with the following staff from the Wireline Competition Bureau?s Telecommunications Access Policy Division: Trent Harkrader, Vickie Robinson, Elizabeth McCarthy, Kimberly Scardino, Nicholas Degani, Elise Kohn, Dirya Shenoy and Romanda Williams. During this meeting, Ms. Bush urged the Commission to approve Virgin Mobile?s pending petitions for eligible telecommunications carrier (?ETC?) designation in Alabama, Connecticut, Delaware, New Hampshire and Washington D.C. Ms. Divelbliss provided an overview of Virgin Mobile?s efforts to curtail waste, fraud and abuse in Virgin Mobile?s Lifeline operations and asserted that any concerns regarding these issues should be addressed by the Commission in its general rulemaking proceeding. Subsequent to this meeting, Mr. Beahn left Ms. Robinson a voicemail regarding TracFone Wireless? request that all similarly situated ETCs be required to implement a 60-day inactivity policy for Lifeline customers.
