As you know, in recent years, I have made broadband adoption - especially by people of color - one of my platform issues. It is also an issue that I have championed for the past three years as President of the National Black Caucus of State Legislators (NBCSL). When you and your colleagues produced the National Broadband Plan, I was hopeful and encouraged that universal broadband adoption would soon be a reality in this country. Now that you and your colleagues are one step closer to resolving the long-standing and contentious net neutrality issue, I feel even more confident that focused implementation of the Plan will soon occur. I am likewise very pleased the the Commission is proceeding toward a consensus position that will continue to encourage investment by the private sector into this critical information infrastructure. If passed I am confident that job growth and greater broadband opportunities loom large on the horizon. Our common goal is to preserve the open Internet that so many of us have come to enjoy over the years. At the same time, we strive to spur adoption among the 100 million Americans who have yet to take advantage of this powerful tool/technology. By supporting the Chairman's proposal on Dec. 21, you have a unique chance to ensure that the interests of people living in underserved, low-income and historically disenfranchised communities are served and accounted for. I have visited with you several times as FCC member and you have always been receptive to me and NBCSL and for that, I?m thankful.
