Dear Ms. Dortch:
Yesterday, Jesse Crowe, Joseph Cox and Ron Renjilian of Emerios, and Thomas
Cohen and the undersigned, counsel to Emerios, met with Kimberly Scardino and Cindy Spiers
of the Wireline Competition Bureau. The purpose of the meeting was to discuss the services
offered by Emerios as an independent, third-party provider of eligibility and verification
functions to eligible telecommunications carriers ("ETCs") participating in the federal Lifeline
universal service program. Emerios discussed the feasibility of developing and administering a
national database to perform pre-qualification address verification for the entire ETC
community. Emerios suggested that such a database, which could be implemented expeditiously
and at moderate cost, would enable ETCs to verify the single household benefit requirement for
Lifeline services. Finally, Emerios reiterated its plans to actively participate in the above-
captioned dockets on a going-forward basis.
This notice of ex party presentation is being filed as required by the
